The design process integrated City of Sugar Land staff to ensure public support in a public/private partnership with the city. The master plan integrates existing historic structures and leverages key historic functions of the factory to influence placemaking strategies and sense of place. It also resolves several site challenges and constraints such as access and vehicular circulation, adjacency to existing railroads and access to oyster creek.
